Store the rows of a CSV/Excel extraction as drafts — nothing is applied or created.
Body: { projectId, groups: [{ name, drafts: [{ sourceName, flagged, rule: { conditions,
        thenCategory, thenValue?, thenPersonId? } }] }] }  — one rule group per entry (one per
upload, or per day of a multi-day sheet). A flat `drafts` list is stored ungrouped.
Returns the project's drafts + groups + savedIds.
