Apply one reviewed draft: create the rule (or merge it into the matching one), create any
new people, optionally tag existing photos, delete the draft — one transaction.

Body: { projectId, draftId, rule, applyToExisting? }  (rule = the draft as edited on screen)
Creating people is a faces-page action, so a rule with new people also needs pages.faces.
Returns { rule, merged, createdPersons, appliedToImages }.
