`POST /commitBulkFaceUpload`

Commit the reviewed bulk upload. Body:
  { projectId, category, actions: [ { faceImageId, name, action, personId? } ] }
where action is "update" | "new" | "skip". Runs them with limited concurrency,
then updates folders and schedules one face-match scan.
