Checks if a user is active (not expired).

Args:
    user_id: The user's ID
    role: The user's role ('event_organizer', 'photographer', or 'recipient')
    
Returns:
    JSON response with 'is_active' boolean

## Query parameters

- `user_id` string, required
- `role` string, required
