Read the emoji allowlist, proactive toggles, and per-channel/hour caps that govern Patricia's reactions and targeted replies (admin). A workspace that has configured nothing reads back the shipped defaults, which allow her to react on her own and to answer in an existing message's thread on her own, but not to start a new top-level message.
