Set whether team instruction skills get first claim on the shared instruction-skill prompt budget for this workspace, instead of the platform default of personal skills first. Admin only. Does not change which team skills are eligible to spend the budget at all — the relevance gate still narrows that pool the same way regardless of this preference.
