`GET /v1/admin/reply-quality/summary`

One round trip for the whole console header, so its numbers share one instant.

## Query parameters

- `tenant_id` string, uuid, nullable: Drill into one workspace; omit for the fleet view.
- `since` string, date-time, nullable
- `until` string, date-time, nullable
- `scorer_version` string

## Response `200`

Successful Response

- ReplyQualitySummaryResponse: The console header. Rates are computed client-side from these raw counts. Every average is ``float | None`` and every rate is derived from counts that may be zero: an empty window must render as "no data", never as a score of 0, which on a 1-to-5 rubric would read as the worst quality ever recorded.

- `404`: Not found
- `422`: Validation error
