`GET /v1/cloud/vault/keys`

## Request

- Base URL: `https://memory.papr.ai`
- URL: `https://memory.papr.ai/v1/cloud/vault/keys`
- Auth: one of:
  - API key in header `X-API-Key`
  - HTTP bearer

## Query parameters

- `scope` string
- `namespace_id` string, nullable
- `external_user_id` string, nullable

## Response `200`

- VaultListKeysResponse
  - `keys` VaultKeyInfo[], required
    - `name` string, required
    - `syncedAt` string, date-time, required
    - `shareScope` 'user' | 'namespace' | 'org' | 'members': Per-key sharing scope — mirrors paprwork desktop Audience + org scope.
