Generate PDF audit report for document security findings. Params: pofid, optional language, include_original boolean. Returns pdf_base64. Works during quarantine. Response fields: report_id, pdf_base64 (sha256 = pdf_hash), pdf_hash...

  - `generated_at_human` string: Same instant, human readable: YYYY-MM-DD HH:MM:SS UTC (also printed in the PDF)
