`POST /v1/nudge`

## Request

Generate a proactive nudge suggestion based on conversation context.

Currently returns shouldNudge=false as a placeholder.
The full nudge pipeline (search, availability check, template generation)
will be ported from the Next.js implementation in a follow-up.
