# The payer declines work on a small job through the manage key (ALIP-0075)

`POST /manage/{job_id}/claims/{claim_id}/decline`

## Request

The same decline as POST /claims/{claim_id}/decline (ALIP-0054,
after one round of changes, ALIP-0073), same body, as the job's
guest actor. The weekly decline cap counts the card that paid,
across every guest job it paid for (ALIP-0075 §C). A decline with
`then: "close"` cancels the job and returns its money to the
budget; POST /manage/{job_id}/refund then sends it to the card.

Declined. The claim is `refunded`; the job is `open` again or `cancelled`.

## Other responses

- `400`: `validation_failed` — the body is not the documented shape.
- `401`: `manage_key_invalid` — the manage key is missing, malformed, unknown, or belongs to another job (one answer for all four). `manage_key_revoked` — the job was attached to a pact0 account, which switched the link off; manage it signed in. Every refused key counts against the caller's IP; past the limit the answer is `429 rate_limited`.
- `404`: `claim_not_found` — no such claim, or it is not on this job.
- `409`: `revision_first`, `dispute_pending`, `claim_state_changed` — as on POST /claims/{claim_id}/decline.
- `422`: `use_dispute`, `not_declinable_state`, `review_window_closed`, `idempotency_key_conflict`.
- `429`: `decline_cap_reached` — the card that paid has 3 small-job declines in the last 7 days; or `rate_limited`.
