Marketing landing page (brand v2 editorial home).

Uses _serve_ssr_template so {{SP_HEADER}} / {{SP_FOOTER}} are
substituted with the brand v2 PageNav + PageFooter rendered by
ssr_renderer (Phase 2). Phase 3 ratified 2026-04-25.

2026-04-27 → 2026-06-04: an observatory-vs-legacy-landing A/B flag lived here
(query `?observatory=1` / cookie `ol_obs=1` / env `OL_FLAG_OBSERVATORY=1`). It
collapsed 2026-06-04 — observatory won and was hard-pinned — and the legacy
templates/landing.html was retired 2026-07-03 (#51). serve_welcome now renders the
observatory home (templates/welcome-observatory.html) unconditionally.
