Standalone referral dashboard (SF-RETENTION B33).

Renders the user's referral code, redemption stats, and a
redeem-someone-else's-code form. Anon visitors see CTA pair
routing to /?signup=1&next=/refer or /?signin=1&next=/refer so
the post-signup redirect lands them back here (PH-1 next=
plumbing, shipped 2026-05-12, handles the round-trip).

Anon-cacheable HTML — the page chrome is identical for everyone;
the personalized code + stats render client-side from
/api/referral/code + /api/referral/stats.
