Per-ticker scratchpad notes (user-scoped).

Auth: requires login. Per-user storage shipped 2026-04-25
(CR-2026-04-25 #249) — the read is keyed on the authenticated
user's id, so no two users share a row.

## Response `200`

Successful Response

- TickerNoteResponse: `GET /api/ticker-notes` response. F4 schema-tightening (2026-04-30): `ticker` and `note` REQUIRED. Both 200 success + 500 fallback include the same `{ticker, note}` shape (500 also includes an error string). The 400 (no ticker) branch returns ErrorResponse via api_error. Frontend ticker-notes panel reads `data.ticker` to gate render + `data.note` to populate the textarea body.
