Short interest data with FINRA trend.

F4 boundary backfill 2026-05-08: response_model added. Manual
JSONResponse retained because the error path uses a custom 400/500
status code; FastAPI uses the model for OpenAPI schema gen, not
response serialization.

Successful Response

- ShortInterestResponse: `/api/short-interest` — short interest summary for a ticker. F4 boundary backfill 2026-05-08 (Initiative 6). Two response shapes: happy-path with the metrics + trend, and error envelope with just {ticker, error}. Both share `ticker` as the only universally-required field so the boundary test asserts that minimum.
  - `ticker` string, required: Uppercase ticker echo. Always present so the FE can verify the response matches the request.
  - `shortPct` number, nullable: Short interest as percentage of float (Finnhub). None when source unavailable.
  - `shortRatio` number, nullable: Days-to-cover ratio. None when source unavailable.
  - `sharesShort` integer, nullable: Absolute share count short. None when source unavailable.
  - `momChange` integer, nullable: Month-over-month delta in shares short. None when prior period unavailable.
  - `momChangePct` number, nullable: Month-over-month delta as percentage.
  - `trend` unknown[], nullable: 6-point trend series from FINRA biweekly files. Empty list when neither PG cache nor live-fetch fallback succeeded.

  - `error` string, nullable: Error message — present iff the data fetch failed (5xx envelope). Mutually exclusive with the metric fields.
