Start an async screener job.

## Response `200`

Successful Response

- ScreenerRunResponse: `/api/screener/run` — start an async screener job. F4 boundary backfill 2026-05-08 (Initiative 6). Auth-required. Returns `{jobId, status}` for FE to plug into the /api/screener/status?job_id={jobId} polling loop.
  - `jobId` string, required: UUID4 of the (new or already-running) screener job. FE feeds this into /api/screener/status polling.
  - `status` string, required: One of 'running', 'complete'. 'complete' means a recent job (≤24h) already exists and the FE can read its results immediately.
