Import positions from CSV or pasted text.

## Response `200`

Successful Response

- PortfolioImportResponse: `POST /api/portfolio/import` — CSV/paste import (currently 501 stub). Run 19 F4 backfill 2026-05-12 (Initiative 6). Body is parked pending restoration of CSV parsers post monolith decomposition; the route returns a 501 envelope until then.
  - `error` string, nullable: Human-readable error or 'temporarily unavailable' notice.
  - `detail` string, nullable: Internal detail about why the route is degraded.
