Save scratchpad notes to server for the authenticated user.

## Response `200`

Successful Response

- NotesSyncPostResponse: `POST /api/notes/sync` — save scratchpad notes cross-device. Run 19 F4 backfill 2026-05-12 (Initiative 6). Same shape as `PortfolioSyncTickersPostResponse` — persists the authenticated user's `scratchpad_notes` preference.
  - `status` string, required: 'ok' on success.
  - `persisted` boolean, nullable: True when the change was written to PG. False on PG-unavailable fallback.
  - `error` string, nullable: Validation or persist error.
