Mark a remediation offer as accepted (primer opened).

Phase 2 of the Adaptive Mastery System — the user clicked the
"Yes, open primer" banner button on the module-complete screen.
We flip `primer_opened=TRUE` on the event row so the Phase 6
dashboard can compute the accept-rate funnel (shown → opened →
retried). The user_id guard prevents one user from marking another
user's event row.

Body: {"event_id": int}. Returns {"ok": bool}.

Successful Response

- LearningRemediationActionResponse: `POST /api/learning/remediation/{open|primer-complete}` — mark primer state for the funnel. Run 19 F4 backfill 2026-05-12. Shared shape — both routes return `{ok: bool}` on success and `{ok: false, error}` on validation failure (missing event_id).
  - `ok` boolean, nullable: True iff the underlying mutation flipped a row.
  - `error` string, nullable: 'event_id required' on validation failure.
