User's learning progress across all tracks.

## Response `200`

Successful Response

- LearningProgressResponse: `GET /api/learning/progress` — certification-track progress for the authed user. Each row in `progress` is a free-form dict mirroring the `user_certifications` table plus a derived `modules_completed` count. FE iterates `data.progress.forEach(...)` directly.
  - `progress` object[], required: Per-track progress rows.
