All module progress for authenticated user (universal, not just cert-track).

## Response `200`

Successful Response

- LearningProgressAllResponse: `GET /api/learning/progress/all` — universal module-progress map for the authed user (not just cert-track). Drives the LEARN dashboard + the path-level completion rings. `modules` is keyed by module_id and the values are free-form (the A3 audit columns can extend over time). What FE relies on: the keys of `modules` are valid module_ids, and `last_active` is either null or has the pathId/moduleId pair.
  - `modules` object, required: {module_id -> progress dict} for every module the user has touched.
  - `last_active` LearningLastActive: The user's last-active path + module pointer (for resume UX).
    - `pathId` string, nullable: Last-active path id.
    - `moduleId` string, nullable: Last-active module id.
  - `server_side_mastery` boolean, required: Per-user A3 rollout flag — whether server grading is enabled for this user.
