Consensus picks across notable institutional filers (from 13F snapshots).

Returns the most-widely-held tickers among the ~20 notable funds tracked
in NOTABLE_FILERS (Berkshire, Citadel, Millennium, etc.), ranked by fund
count then total reported value.

Data source: fund_holdings_snapshot table (13F-HR filings).
Updated quarterly via tools/daily_data_jobs.py --job 13f_refresh.

Renamed 2026-05-20 per OWNER directive: all customer-visible labels
for this surface read "institutional holdings". The legacy URL is
preserved as a 410-Gone alias below for back-compat.

## Query parameters

- `top_n` integer: Number of tickers to return
- `min_funds` integer: Minimum fund count

## Response `200`

Successful Response

- InstitutionalConsensusResponse: `GET /api/institutional-holders/consensus` — consensus picks across notable institutional filers. `consensus` is iterated in frontend without a null-check; declared REQUIRED to force the error envelope to include it as []. Pre-fix the error envelope returned only `{error: str}` — frontend would NPE on `result.consensus.map(...)`. Same defect class as the 2026-04-27 institutional-holders incident.
