Quarter-aligned institutional confluence for one ticker: 13F
institutional accumulation x insider Form-4 net buying x buy-cluster
confirmation, fused on the ticker's reference 13F quarter (the same
derived read the ol_institutional_confluence MCP tool serves).

Free for registered users; anonymous callers receive a PARTIAL
response — the verdict and cluster confirmation with fund-level and
insider detail omitted (sign in, free, for the full breakdown). Source
data is public SEC EDGAR (13F-HR + Form 4); 13F filings lag up to 45
days.

The envelope is stable and honesty-gated: verdicts
insufficient_13f_coverage / insufficient_history are first-class
outcomes (never coerced to neutral), so callers can distinguish
'no signal' from 'no data'.

Mirrors the confluence helper's stable envelope: the helper never raises for missing data, and the honesty verdicts (insufficient_13f_coverage / insufficient_history) are first-class — the FE chip renders nothing for those rather than faking neutral. Required fields are what the chip dereferences without null-checks; quarter/prior_quarter are None exactly when coverage is insufficient.
