Recent insider-cluster fires across the caller-supplied tickers (SF-5
5E.4 — the watchlist cluster-fire banner). DESCRIPTIVE only (counts + z +
state); NEVER a return/predictive claim. Empty `clusters` list with 200
when no tickers given or none fired — the banner just stays hidden.

## Query parameters

- `tickers` string, nullable: Comma-separated tickers (the watchlist).

Successful Response

- RecentClustersResponse: `GET /api/insiders/clusters/recent` — recent cluster fires across the caller-supplied tickers (the watchlist). FREE (EDGAR-derived). Required: clusters list (may be empty), data_source.
  - `clusters` RecentClusterItem[], required: Recent fires, newest-window first (empty when none).
    - `ticker` string, required: The ticker the cluster fired on.
    - `direction` string, required: 'buy' | 'sell'.
    - `insider_count` integer, required: DISTINCT economic actors (CHAOS #15).
    - `sector_baseline_level` string, required: 'specific'|'industry_group'|'broad_market'.
    - `z_score` number, nullable: Company-baseline z (None when baseline too flat).
    - `sector_z_score` number, nullable: Sector-normalized z (None when sector sparse).
    - `percentile` number, nullable: Rolling percentile of the window count (0-100).
    - `window_end` string, nullable: ISO date — the as-of window end.
  - `data_source` string, required: Provenance ('SEC EDGAR Form 4').
