FDIC-insured institution explorer (FDIC BankFind, public). Blank `q` =
the largest-by-asset browse index (paged via limit/offset, `total` = active
count); a non-blank `q` = name-prefix search (largest match first). Never
raises into the SPA: the exception path returns items:[] so the segment's
list-iteration can't NPE.

- BanksIndexResponse: `GET /api/industry/banks` (SF_INDUSTRY_RESEARCH Phase 2). `items` REQUIRED — the SPA banks segment iterates `data.items`; the exception path returns `{items: [], error}` (still 200) so the list-iteration never NPEs. `total` is the full active-institution count for the browse index (drives paging); absent/None on the search branch, where `count` == len(items).
