Return the FDIC Regulatory View for a bank ticker, or
{ticker, available: False} when the ticker is not a tracked FDIC bank.
Never raises into the stock page — degrades to available/financials nulls.

Successful Response

- FDICRegulatoryResponse: `GET /api/fdic/regulatory` response. Two required fields enforce the contract the frontend dereferences without a null-check: `ticker` echo and `available` (whether this ticker maps to a tracked FDIC-insured bank). When `available` is False the panel self-hides; every other field is Optional so the panel degrades gracefully if PG or the live FDIC API is unavailable.
  - `ticker` string, required: Echoed, upper-cased ticker.
  - `available` boolean, required: True iff this ticker maps to a tracked FDIC bank subsidiary. Frontend renders the panel only when True.
  - `cert` integer, nullable: FDIC certificate number (PK).
  - `institution_name` string, nullable: FDIC-insured BANK SUBSIDIARY legal name (not the holdco).
  - `subsidiary_note` string, nullable: Honesty note: the call report scopes to the bank sub only.

  - `state` string, nullable
  - `bank_class` string, nullable: FDIC BKCLASS code, e.g. 'N'.
  - `bank_class_label` string, nullable: Friendly BKCLASS label.
  - `established` string, nullable: ESTYMD, ISO date.
  - `asset_usd` integer, nullable: Total assets, whole USD.
  - `deposits_usd` integer, nullable: Total deposits, whole USD.
  - `financials` FDICFinancials: Latest quarterly call-report metrics for an FDIC-insured bank.
    - `as_of` string, nullable: REPDTE of this call report, ISO date (YYYY-MM-DD).
    - `net_interest_margin_pct` number, nullable: NIMY, percent.
    - `return_on_assets_pct` number, nullable: ROA, percent.
    - `return_on_equity_pct` number, nullable: ROE, percent.
    - `efficiency_ratio_pct` number, nullable: EEFFR, percent (lower is better).
    - `tier1_leverage_ratio_pct` number, nullable: RBC1AAJ — Tier 1 (core) capital leverage ratio, percent.
    - `net_income_usd` integer, nullable: Quarterly net income in whole USD (NETINC x1000).
    - `total_offices` integer, nullable: Domestic office/branch count (OFFDOM).
    - `asset_usd` integer, nullable: Total assets, whole USD.
    - `deposits_usd` integer, nullable: Total deposits, whole USD.
  - `as_of` string, nullable: As-of (REPDTE), ISO date.
  - `source` string, nullable: Provenance label, always 'FDIC'.
