Public data freshness: row counts + latest timestamps per pipeline.

Backs the /data-status page. Cached 60s per dyno. Safe to expose — no
PII, no secrets, only aggregate metadata.

Successful Response

- DataStatusResponse: `/api/data-status` — public data freshness summary. F4 boundary backfill 2026-05-08 (Initiative 6). Backs the public /data-status page. Aggregate metadata only — no PII. The only always-present field is `generated_at`; per-pipeline sub-dicts (bdc / edgar_8k / form4 / earnings / prices / financials) are Optional because PG-unavailable returns an early empty payload.
  - `generated_at` string, required: ISO timestamp when the cached payload was last refreshed (≤ 60s old).
