News crawler ticker list — paginated.

Squad API/DX P1: was returning all 4,558 tickers in one ~1MB JSON
blob, with no pagination. Now: default 200 per page, max 5000 if a
consumer truly wants the full list. Total count returned alongside
the slice so clients know whether to paginate further.

## Query parameters

- `limit` integer: Page size, 1-5000
- `offset` integer: Number of items to skip
