2026-09-12 (3.4.0 vet b05-bdc-core-7, B5b): the route builds its envelope
through `get_bdc_list_payload` so the store-unavailable `notice` reaches
the wire beside the null counts -- a PG outage used to serve every BDC at
holdingCount 0 / totalFairValue null as a measured fact, and the wheel
cached it for an hour.

F4 schema-tightening (2026-04-30): `bdcs` REQUIRED; 200 path `{"bdcs", "count"[, "notice"]}`, the 500 fallback `{"bdcs": [], "error"}` (ErrorResponse via the responses dict). `notice` (2026-09-12, 3.4.0 vet b05-bdc-core-7): the store-unavailable sentence beside NULL counts -- never measured zeros. Frontend BDC directory iterates `data.bdcs`; missing field collapses the panel. `error` (2026-09-19, NEW-8): the SAME store-unavailable sentence as `notice`, on the 200 outage path as well as the 500 fallback -- `mcp_server._carries_error` keys the dispatcher's do-not-cache guard on `error` and does not know `notice`, so the wheel was caching a store outage for the FUNDAMENTAL TTL.
