COPPA age-gate completion for OAuth-created users (v34).

OAuth signup skips the DOB collection that /api/auth/register enforces,
so new OAuth users land with oauth_age_pending=TRUE + date_of_birth=NULL.
This endpoint collects DOB (+ parental consent email for minors) and
flips the flag, matching the /register path's compliance posture.
