On-demand index a ticker's last N filings. Admin-only: triggers SEC HTTP
fetches at 5s/request — anonymous access would let any caller exhaust our
SEC rate-limit budget.

Uses Depends(require_admin) rather than an inline is_admin check so the
tier-endpoints introspection registry recognizes the admin gate
(Backend specialist review 2026-04-16 P1).

Successful Response

- AiRetrieveIndexResponse: `POST /api/ai/retrieve/index` — admin on-demand RAG indexing. Run 19 F4 backfill 2026-05-12. Wraps the rag_indexer summary which contains per-filing index status.
  - `ticker` string, nullable: Indexed ticker symbol.
  - `indexed` integer, nullable: Filings successfully indexed.
  - `skipped` integer, nullable: Filings skipped (already indexed / unsupported form type).
  - `error` string, nullable: Top-level failure.
