13D/13G activist filings for a ticker (cached 24h).

## Query parameters

- `ticker` string, nullable

## Response `200`

Successful Response

- Filings13DListResponse: `GET /api/13d?ticker=…` — list of 13D/13G activist-stake filings for a ticker (24h cached). FE iterates `data.filings` to render the activist-rail. `count` mirrors the array length for header display. F4 backfill 2026-05-11. Both success + 500 error branches now return {ticker, count, filings} so the FE rail still renders on EDGAR outage (count=0, empty array, error field set).
  - `ticker` string, required: Echoed ticker symbol; FE rail uses it for the panel header.
  - `count` integer, required: Number of filings returned; 0 on outage.
  - `filings` object[], required: List of activist-stake filing rows. Each row has form_type, filed_at, filer, percent_owned, is_activist (boolean derived from form_type containing '13D'); shape comes from pg_db.queries.activist_stakes.pg_get_activist_stakes().
  - `error` string, nullable
