`POST /api/v1/api-keys`

  - `scope` 'full' | 'evaluate': full: every endpoint. evaluate: run checks and read rule sets, usage and Atlas data; cannot read stored evaluations, change rule sets, manage keys, webhooks, billing or Tower, or delete anything

## Other responses

- `400`: name is required, or scope is not one of full, evaluate
- `401`: Missing or invalid API key
- `409`: Active key limit reached
