`DELETE /api/jobs/{job_id}`

## Request

- Base URL: `https://outsend.xyz`

- Auth: one of:
  - HTTP bearer
  - API key in header `X-API-Key`

Suppression définitive d'un job (CSV inclus). Refuse si le job tourne
encore (l'user doit l'annuler d'abord).
