`POST /api/v1/outbound_call`

Handle outbound call request using the configured room provider.

Args:
    request: Outbound call details
    room_provider: Provider-agnostic room control plane
    current_user: Authenticated user ID

  - `outreach_limit_exempt` boolean
  - `outwatch` boolean
