Paddle Sandbox Webhook 수신 엔드포인트

처리 이벤트:
- transaction.completed: 결제 완료 -> 라이센스 자동 발급
- transaction.payment_failed: 결제 실패 로깅

라이브 서버(PADDLE_SANDBOX_MODE=false)에서는 받기만 하고 처리하지 않는다.
이 경로의 시크릿은 모드를 따라 라이브 값이 되므로 Paddle 샌드박스가 보낸 웹훅은
항상 서명 실패 → 재전송 → 텔레그램 CRITICAL 이 10분마다 반복됐다 (2026-10-30).
샌드박스 거래를 운영 라이선스로 처리하지 않는 것도 이 차단이 보장한다.
