`POST /v1/admin/fda/ingest`

Trigger an FDA-catalyst ingest (CT.gov crawl over the pharma universe) into
our Postgres. Default: BACKGROUND (returns immediately; poll /v1/fda/stats).
``wait=true`` runs synchronously and returns counts (keep ``max_tickers`` small
so it finishes within the request window). Admin only.

## Query parameters

- `max_tickers` integer: 0 = full universe
- `concurrency` integer
- `lookback_days` integer
- `wait` boolean: Run synchronously and return the counts
