  - `brief` string, required: Plain-language product/packaging brief
  - `name` string: Project name (creates one if omitted)
  - `project_id` integer: Existing project to attach the spec to

## Response `200`

Structured spec (formats, materials, dimensions) + project_id + runs_remaining

## Other responses

- `402`: Insufficient runs
