Manual override for `org_billing.read_only` — the same flag a Stripe
`invoice.paid` webhook clears automatically. For confirming payment
that arrived by a means the webhook doesn't see (bank transfer,
support-assisted), or for blocking a billed org outside of activation
(`start_read_only` on `/activate` only covers day one).
