`POST /v1/consent/check-bulk`

Up to MAX_BULK_CHECKS checks in one call (for example, filtering a whole mailing list before a
campaign). Results come back in the same order. A pair that cannot be answered carries an `error`
("category_not_found" or "invalid_identifier") and allowed=false instead of failing the whole call.
