## Request

Auto-seeds one row per data category the business's most recent
assessment says they collect (Q6), the first time this is opened
or whenever a later assessment introduces a new category. Seeded
rows start with everything null -- nothing is assumed about when
collection started or how long the data should be kept; the
business fills those in themselves.
