`GET /reports/{assessment_id}/pdf`

## Request

- Base URL: `https://api.openproof.io` (the document declares no server; this is the origin it was published from)

- Auth: HTTP bearer

Generate and serve the compliance report PDF. Viewer+ role
required (Tier 4, 7 Aug 2026) -- this is a read/download, so any
active teammate can pull it. Plan check uses the BUSINESS OWNER's
plan, not the requesting teammate's own.
