`GET /consent-hosting/webhook-deliveries`

Delivery history for the dashboard Webhook panel. Owner-only,
same trust level as the config endpoints above. The payload itself
is deliberately NOT returned here -- it can carry a data principal's
identifier (their email or device id), and this listing is for
operational visibility (did it deliver, how many attempts, what
response code) rather than a second copy of the consent record
itself, which already has its own dedicated view via /records.
