`POST /admin/check-sla-warnings`

Checks all open grievances for approaching their statutory 90-day
deadline and sends a one-time warning email per grievance -- see
GrievanceLog.sla_warning_sent_at. Meant to be triggered daily by an
external scheduler (Railway Cron), not by regular users -- fails
closed via the shared-secret header, not human login.
