  - `starts_at` integer, nullable: Maintenance scheduling (micros); None = active now.

- NoticeAdminView: Admin view of a notice: unlike [`PublicNotice`], this carries the internal id and mapped component ids the edit UI needs to round-trip — it must never be reachable from the public plane.
