  - `from` integer, required: Inclusive.
  - `override_id` string, nullable: Set when an override produced the holder.
  - `rotation` string, nullable: The layer that produced the holder, or whose rostered turn a gap leaves unfilled.
  - `rotation_id` string, required: Which rotation this stretch resolves. A grid is drawn one rotation at a time — two rows, not one row with two answers in it.
  - `scheduled_email` string, nullable: The rule's rostered member here, before absences and covers, when not `user_email`.
  - `to` integer, required: Exclusive.
  - `user_email` string, nullable: `None` is a coverage gap — nobody is on call for this stretch. A segment rather than a hole in the list, because a gap the caller has to infer from missing rows is a gap nobody notices.
