`GET /api/{org_id}/db_monitoring/instances`

The distinct (engine, instance) identities the server-vantage stream carries in the window, across EVERY feed — sessions, blocking, deadlocks, table stats and statement lists. Feeds the scope filter's instance picker, which must offer instances that have no rows on the current tab.
