`GET /api/{org_id}/db_monitoring/badges`

One envelope carrying the databases, queries, activity, deadlocks, blocking and table-health response bodies for the window, read concurrently; members are null when their read failed. When the client-vantage answer is exactly zero, the server-vantage fallback members (server_queries, server_samples) are included too.
