Twilio Conference statusCallback for attended-transfer parking rooms.

Wired in app/vapi/router.py initiate_attended_transfer's park TwiML.
Confirms the bridge when the screener joins with the caller still present.
A caller leaving before that confirmation cancels screening and tells the
screener the caller disconnected. Vapi stream termination at park time is
not a caller hangup.

No auth (Twilio webhook).
