`POST /sms/send`

Send an SMS message via Twilio.

Args:
    request: SMS sending request
    db_session: Database session
    current_user: Authenticated user

Returns:
    SMS log record

- SendSMSRequest: Request to send an SMS message.
  - `to_number` string, required: Phone number to send SMS to (E.164 format recommended)
  - `message` string, required: Message body to send
